Mac devices experience intermittent Request timeouts with CFS 4.0 enabled

MacOS X users experience intermittent timeouts of some web pages.
The web pages are silently blocked (no block message - only timeout) for users, that are included in CFS Policy, even if that page is allowed for them. Issue occurs only on macOS X with different browsers i.e. Chrome, Firefox and Safari. If the same user logs in from a Windows PC, the access works without problem.
Logs do not report any drops or block, there are no access rules/policies blocking the page, packet capture does not show any drops, however some TCP fragments are lost. Some of the affected pages are:
If CFS is disabled, or the devices are excluded from CFS, they do not experience the issue.
Some users also report, when using the incognito/private mode the access works. Sometimes clearing the browser's cache and cookies also makes the page available for a short time.
Issue has been investigated and it was addressed in DTS Job ID 178816.
