Answer:

The Comprehensive Gateway Security Suite includes a license for the Enhanced Content Filtering Service, so either the CGSS or at least the enhanced content filtering service must be licensed if you are to take advantage of the cloud-based CFS category ratings and the ability to configure multiple policies.

Without the license, it is still possible to create a single basic allowed / forbidden / keyword list, which will be limited in the number of sites that can be added.
